The firm, Lukhozi Consulting Engineers (Pty) Ltd was founded in May 2000 following the merger between Hayne, Ross and Kleyn cc (HRK), which had been operating for twelve years and Lukhozi Consulting Engineers and Development Planners cc. which was in operation for two years at the time of the merger. The merger brought together the three partners of HRK namely John Hayne, Steven Kleyn and Chris Flanagan and the founding members of Lukhozi Consulting Engineers and Development Planners cc Lumko Mhlauli, Xoli Ndudula and Mkhululi Pakade. The merger brings together not only professionals with a solid professional record but also integrates the progressive thinking of the two entities. The new organization is now 50% owned and managed by members of Previously Disadvantaged Communities. Through this merger, the new organization has acquired enormous infrastructure, a solid technical capacity and a combined experience running in excess of one hundred years.

It continues to consolidate its reputation as one of the leading consulting firms in the Eastern Cape and continues to attract and maintain a highly competent and able staff.
The firm has an information technologies division to handle information systems technology and specialist programming projects.
The company now has a personnel complement of 51 located in the five centers that it currently operates from namely East London, Port Elizabeth, King Williams Town, Queenstown and Cape Town.
The six directors are supported by a dedicated staff comprising two associates, seven professionally registered engineers and 29 technical and administration staff members drawn from across the entire spectrum of South African society. The firm's design office is located at The Quarry, Selborne in East London. It also has branch offices in Port Elizabeth, Queenstown and Cape Town.
